What Home Help actually does
Home Help provides Medicaid-funded personal-care services for people who need hands-on help with Activities of Daily Living and help with Instrumental Activities of Daily Living. Examples can include bathing, dressing, mobility, eating, toileting, meal preparation, laundry, shopping, and housekeeping when those services are authorized in the care plan.
The program is not the same as Medicare home health. Michigan’s Home Health benefit covers medically necessary intermittent skilled services, while Home Help is the personal-care program families usually mean when they are trying to keep an older or disabled loved one safely at home with everyday assistance.
The program also has rules for the caregiver/provider. Individual caregivers must have CHAMPS enrollment approved before reimbursement for covered services. EVV applies to many Home Help caregivers, although Michigan publishes specific exemptions, including certain live-in arrangements. Service verification requirements continue alongside EVV until MDHHS changes that policy.
